Planning before emergencies occur and accurate reporting of accidental, or routine, emissions are key to limiting damage and liability. Nationally, as well as locally, information describing chemical inventories, chemical use and emissions must be reported on an annual basis. Balancing timely and accurate reporting without overstating a spill or release is a difficult challenge but not impossible.
